if u want to save money but still play on med - high gfx on cod 4 and not lag heres some specs u mite want to consider:
AMD 4000+ if u want to go for a better one thats fine too this is just the minimum
Pentium 4 3.0 GHZ
(most newer games depend on how good ur gfx card is not ur cpu but that doesnt mean u can have a crap one ! )
Nvidia 8600 GT can run cod 4 quite smoothly unless its like a 50 vs 50 tdm in shipment XP
300 gb hard drive or more (so ur not w8ing for ever to even open the folder )
AT LEAST 2 gb ram for vista 1 should be fine for XP if u go for anyting less than 2 for vista then ur not gonna be playing much but spending most of ur time loading
