Your ISP assigns you an IP when you connect to the internet, yes. But your computer also has an IP address that isn't assigned by the ISP... it's the computer/hardware IP

^ 127.0.0.1 is the standard IP address used for a loopback network connection, so in other words it can't just be yours... it's everybodies computers ip.
