As us see he's using tube , and no , hes not playng on nobs for the first time, he is fully aware of what happens when u tube (u get banned).

when tubes occur its best for you to contact one of the Rcon admins through xfire so we can handle it right away.

Actually about that name the one in the screenshot is FoRe.  Unless thats the same person theres alos another guy with the same name but he is |Fore.  So it could be a possibility that that might be a different guy
